The vast majority of black and Latino students enroll in \u201covercrowded and underfunded open-access colleges, primarily community colleges,\u201d <a href=\"https:\/\/cew.georgetown.edu\/cew-reports\/sustates\/#full-report\">the report found.<\/a><\/p>\n<p>Citing the disparity in fairness and money, the report noted selective public colleges are spending nearly three times as much per student on instructional and academic support as public open-access colleges.<\/p>\n<p>\u201cThis isn\u2019t just a matter of equity.
