Ungar wrote in a <em><a href=\"https:\/\/www.washingtonpost.com\/news\/posteverything\/wp\/2017\/08\/01\/free-tuition-programs-should-focus-on-students-who-started-and-had-to-stop\/?utm_term=.7abe54c51ea9\">Washington Post op-ed<\/a><\/em> published last month.<\/p>\n<p><!--more--><\/p>\n<p>\u201cBeginning at the federal level, for those no longer enrolled thought to be a quarter or a third of the way through college, members of both parties in Congress should design a new, experimental program that makes it possible for what are known as \u2018ready adults\u2019 to complete college at a reduced cost,\u201d Ungar wrote. \u201cIn the same way programs have been designed to provide veterans with incentives to go back to school, Congress should create incentives for college-leavers to re-enroll, and for institutions of varied sizes and shapes, with different resources, to accommodate their transitions.\u201d<\/p>\n<p>Incentives to enroll could include tax credits, forgiveness of any existing student loan debts, and subsidies for students pursuing high demand majors.<\/p>\n<p>States should also develop initiatives targeting adult students, noted Ungar, president emeritus of Goucher College (MD).<\/p>\n<p>\u201cA second change for a meaningful credential should at least be available to those who have previously made a sincere effort to obtain one,\u201d he wrote. \u201cThe best investment for states that seek to provide tuition subsidies to students would be in those who have already started down the path of obtaining the knowledge and credentials that will make them employable.\u201d<\/p>\n<p><a href=\"https:\/\/www.washingtonpost.com\/news\/posteverything\/wp\/2017\/08\/01\/free-tuition-programs-should-focus-on-students-who-started-and-had-to-stop\/?utm_term=.7abe54c51ea9\">Read the full article<\/a> and check out <a href=\"https:\/\/www.nacacfairs.org\/learn\/search\/ReturningToCollege\/\">NACAC\u2019s tips for adults returning to college<\/a>.<\/p>\n<p><em>Admitted writer\/editor Mary Stegmeir welcomes additional comments and story ideas at\u00a0<\/em><a href=\"http:\/\/nacacadmitted.wpengine.com\/wordpress\/index.php\/2017\/04\/05\/students-share-your-college-essay-with-the-new-york-times\/mstegmeir@nacacnet.org\"><em style=\"font-weight: inherit\">mstegmeir@nacacnet.org<\/em><\/a><em>.<\/em><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Want to increase the number of US adults who hold bachelor\u2019s degrees?
