A new law prohibits scholarship displacement at Maryland\u2019s public colleges and universities.<\/p>\n

The state is the first in the nation to pass legislation limiting the practice, which can spur financial aid reductions for students who are awarded private scholarships.<\/p>\n

<\/p>\n

\u201cUnder federal law, a student who wins a private scholarship after receiving a financial aid package from a university must report the scholarship to the university,\u201d according to a Baltimore Sun<\/em> article about the new legislation<\/a>. \u201cSome universities then reduce the student\u2019s aid by an amount equal to the scholarship.\u201d<\/p>\n

Maryland\u2019s new law significantly limits the conditions under which institutions can decrease a student\u2019s financial aid package. Reductions remain permissible when the student\u2019s aid exceeds the cost of college or with permission from the scholarship provider.<\/p>\n

Jan Wagner and Michele Waxman Johnson\u2014who oversee a scholarship program serving Maryland students\u2014pushed for the change, calling it \u201ca matter of equity.\u201d<\/p>\n

\u201cFor someone who went out and beat the bushes and pounded the pavement and submitted applications to try and get additional grants and make college affordable, the net result of their efforts is zero,\u201d Wagner said of scholarship displacement. \u201cThat\u2019s unfair. Especially when we\u2019re talking about low-income and middle-income students.\u201d<\/p>\n

Officials at many colleges, however, see the practice as a way to make postsecondary education affordable for more students.<\/p>\n

By decreasing aid for scholarship winners, \u201cwe can put that money to use helping another student who may not have that resource,\u201d Dennis O\u2019Shea, a spokesman for Johns Hopkins University (MD) told The Baltimore Sun<\/em>.<\/p>\n
