Reductions remain permissible when the student\u2019s aid exceeds the cost of college or with permission from the scholarship provider.<\/p>\n<p>Jan Wagner and Michele Waxman Johnson\u2014who oversee a scholarship program serving Maryland students\u2014pushed for the change, calling it \u201ca matter of equity.\u201d<\/p>\n<p>\u201cFor someone who went out and beat the bushes and pounded the pavement and submitted applications to try and get additional grants and make college affordable, the net result of their efforts is zero,\u201d Wagner said of scholarship displacement. \u201cThat\u2019s unfair.
